1. HSSE :-
The ALRAFIQ Oilfield Services Company has developed and implemented a comprehensive , integrated documented HSE management system in order to define , measure and control the various systems, processes and activities that are employed in the provision of an Oilfield services and transportation.
Our HSE policies assume equal importance with other business policies. The application of the HSE controls and arrangements within the management system provides a structure to :
· Ensure the health and safety of workers
· To protect as much as possible the environment
· To meet the basic HSE requirements of our client/s
2. ALRAFIQ Oilfield Services Policies :-
The ALRAFIQ HSE policy statement is the key statements ,which defines ALRAFIQ's commitment to HSE . The statement is supported by this HSE management system manual which clearly states the aims of the company and outlines the responsibilities of all employees
2.1 POLICY STATEMENT

2.2 PERFORMANCE STANDARDS
The ALRAFIQ has develop performance standards , which translate HSE policies into the form of performance expectations. It is intended that these performance Standards outline the minimum conditions of satisfaction required by the business to be achieved through the implementation of the documented management systems. The company Performance Standards have been developed in keeping with our goal setting regime , by establishing what is expected and NOT what is to be achieved.

The company's Performance Standards are defined under the following element headings:-

· Policy, Strategy & Objectives
· Organization, Responsibility and Competence
· Risk Assessments & Management
· Planning & Implementation
· Emergency planning
· Management of Incidents
· Audit & management Review

2.2.1 Leadership & Commitment
We believe that leadership is a perquisite to establishing HSE, as a core value in the workplace. Our team will demonstrate their commitment to safety with involvement in regular workplace inspections, accident investigations and by clearly defining HSE roles and responsibilities for the employees .Managers would be responsible encouraging a culture HSE participation by, each employee to become a workplace safety leader.
We believe a that a strong and visible management leadership is important for promoting a culture conducive to reduce risks. The ALRAFIQ requires that management provide a leading role towards constant improvement through :

· Visible Leadership
· Bringing in the agenda, during all meetings of the necessity to adhere to HSE

Management will put through and encourage the active participation of employees in adhering to positive HSE culture through the following :-
· The Healthcare & Safety of all people takes precedent , for diligence.
· Prevention is better cure
· Visibility of management ,through on the spot checking and participation of HSE is a necessity
· Safety is Security and as such every employee should takes it's responsibility towards it.

Alrafiq Conducts time to time surveys through it's HSE manager & general management to be able to assess HSE Requirements and provisions.

2.2.2. Policy, Strategy & Objectives

2.2.2.1. Policy

Management uses policies to communicate it's intentions and expectations to employees.

Develop and Communicate policies demonstrating a commitment to HSE that is consistent with, and at least equal to, other activities aims. Supporting objectives shall be defined , deployed and maintained at all organizational levels

Policies and commitments to policies are mandatory for all ALRAFIQ employees. Examples of policies that would be used for ALRAFIQ operations include :-

Journey Management & Driving
Fire prevention& responsive
Waste management
Manual handling
Office maintenance and cleaning
Spill prevention and mitigation.

2.2.2.2 OBJECTIVES

A establishes and a maintains documented HSE objectives to reflect the company's short and long term aspirations . These objectives provide direction for setting targets and are articulated each year. HSE objectives that will be used for The ALRAFIQ operations include.:-

Ensure that the company will employ and transport assets , facilities and equipments which conform to acceptable standards and that they are maintain in a safe, secure and operational condition.
Establish and support safe transportation working procedures to strive for an incident free activity.
Develop specific objectives for the reduction of risk
Communicate the policies and objectives to all employees in a clear readily understood.
Meet and strive to exceed regulatory requirements in all jurisdictions
Specify the need to develop an emergency response capability in cooperation with local authorities and emergency services.
Demonstrating the capability of responding effectively to all emergencies
Focus on crash free driving
Injury prevention through maximum ethical behavior.

ORGANIZATION, RESPONSIBILITIES & COMPETENCY

The company structure ,roles responsibilities , accountabilities and interrelations necessary to implement the arrangement for effective HSE management , shall be documented communicated and reviewed regularly.

It should clearly identify those with the HSE responsibility management and should state those responsibilities. All employees who make use of ,or are affected by HSE management should continually be reminded of their individual responsibilities.

2.2.3.1 TOP MANAGEMENMT

Top management is responsible and accountable for implementing the arrangements for effective HSE management and managing HSE critical activities in their area of responsibility.

2.2.3.3. COMPETENCE & TRAINING

Personnel performing HSE critical activities shall be appropriately trained and competent and have the necessary authority and resource to perform the allocated function. HSE critical activities are those identified through appropriate risk assessment processes as vital to safeguarding effective HSE management.

Management should ensure and increase competence through the identification of training needs and the provisions of appropriate training for all employees.,

RISK ASSESMENT & MANAGEMENT

We shall continuously evaluate the HSE risks to our personnel ,customers and the environment in which we operate. Risk management will provide the necessary tools to identify and reduce the impact of HSE issues in our daily operations. We view management of risk as an ongoing process that is critical to achieving an incident-free work place..

Management will put processes in place that identify potential hazards including, but not limited to job safety analysis or other equivalent procedures.

Employees at all levels have the responsibility of ensuring that identified risks are clearly addressed and documented and results are communicated to the respective personnel.

Manager will review risk assessment for each activity and update their records to reflect amendments or changes.

In the context of HSE a hazard analysis and risk control process shall be defined and implemented for all activities to ensure :

The identification of all HSE hazards
The assessment of associated risks
The identification of appropriate prevention and mitigation measures to minimize the risk to an acceptable level.

Risks associated with every service provided and transported by ALRAFIQ shall be assed and systems shall be in place to incorporate risk assessment in all activities.

Appropriate employees shall receive formal training in risk management.

Systems shall be in place to communicate the assessed risks to the appropriate , accountable level of management commensurate with the magnitude of the assessed risk. All related decisions shall be clearly documented.

Employees and customers shall be informed of hazards and risks and the required prevention and mitigation measures.

PLANNING , IMPLEMENTATION & MONITORING

All aspects of The ALRAFIQ operations should be planned inline with the policy and objectives of the company The plan should address the introduction of any new or unusual operations, types of operations and types of environment, as well as ,training requirements.

A journey management system should be operated to ensure each journey is necessary, properly organized and supported

There should be written procedures for all safety critical activities , monitoring systems must be in place to ensure that the management system is effective and that the procedures are followed.

Determine and record whether those actions are effective . Activities shall be conducted in accordance with defined procedures and continuous improvement shall be promoted and monitored through active employee participation.

Record should be kept in other to demonstrate the extent of compliance with company policy and to document the extent to which planned objectives and performances criteria have been met including

Report of inspections, Audit and Review
Investigations o incidents
Maintenance Records
Training Record

EMERGENCFY PLANNING

Emergency response plans and procedures will be developed as part of the recovery step.

ALRAFIQ has a fully functioning system in place ,for all it's assets ,that uses the following guiding principles to ensure effective emergency management

The ALRAFIQ has developed and implemented procedures for the effective control of emergencies by decisive management action thereby ensuring a controlled response by thorough planning including the provision of necessary equipments and training. These procedures ensure that the responsibilities during foreseeable emergencies are clearly defined and communicated to the appropriate personnel.

The Company Emergency Response Procedures (ERR) details the methods for ensuring a suitable response and the provision of support for major incidents affecting employees of The ALRAFIQ and Client.

Effective emergency preparedness systems provide identification, assessment and management of potential adverse situations ,including events such as medical emergencies, spills fires, transportation emergencies ,etc.

The emergency response for The ALRAFIQ will include the following :-

Systems and procedures for preventing . reducing and monitoring environmental effects of emergency actions.
Procedures for communicating with authorities communities ,relatives and other affected parties.
Arrangements for training response teams and for testing emergency systems and procedures through develop scenarios and drills

The specific emergency response plans for ALRAFIQ will consider all emergency situations , including:

Fire & Explosions
Work-site injuries
Spills & lost of containment.

Emergency systems, plans procedures and response teams shall be tested by drills and other means , at appropriate intervals and revised as necessary in the light of the experiences gained. Requirements for emergency equipment and it's maintenance ,shall be reviewed periodically.

MANGEMENT OF INCIDENTS

The immediate circumstance of an incident and the underlying causes , shall be identified to enable informed judgments to be made by those responsible for the follow up action.

Risk assessments that were carried out prior to the performance of the work to which the incident relates shall be reviewed where appropriate and the results reported as part of of the learning and improvement circle. The ALRAFIQ has developed a procedure for the reporting recording , and investigation of Accidents & incidents. All safety Health & Environmental accidents / incidents shall be reported, investigations and corrective actions closed out in accordance with the requirements of this procedure. This information shall be recorded ,analyzed and presented monthly to the Management Team.

All employees will be required to follow incident reporting procedures. All HSE incidents and near misses with significant actual or potential consequences will be thoroughly investigated and reported .Any unsafe conditions or unsafe practices that are identified will be immediately stopped until corrected.

AUDIT, MANAGEMENT REVIEW & CONTINUAL IMPROVEMENT.

Corrective action and improvement are critical components in verifying that the management system is working and identifying areas for improvement . The HSE plan will schedule formal audits, regular monitoring and measurement and structured management reviews to ensure the continuing suitability ,adequacy and effectiveness of the management system.

Managers shall record and report the results of audits to all concerned parties. Based on the findings of the review process , changes in the HSE MS will be instituted to ensure continual improvement of these reviews and audits will incorporate any HSE concerns of employees and client.
